Quality Health Strategies, Inc. (QHS) was created in 2007 as an umbrella company designed to make its subsidiaries more competitive and to promote continued growth and development.

Delmarva Foundation for Medical Care, Inc.—a recognized leader in health care quality improvement since 1973— is a national, not-for-profit organization dedicated to improving health in the communities we serve. As a leader in quality improvement, Delmarva Foundation succeeds by providing leadership services and consultative resources to ensure everyone receives safe, effective, efficient, equitable, timely, and person-centered care and services. Our team of experienced experts works with leaders and innovators in quality improvement to define strategies and actions to meet our goals.

We have long-standing relationships with government agencies and policy-makers as well as quality improvement stakeholders. Delmarva Foundation has earned distinction as an ISO 9001:2008 certified and URAC-accredited organization, and was one of the first health care quality improvement organizations certified in ISO standards. We hold URAC accreditation in HIPAA Security, HIPAA Privacy, and Health Utilization Management.

DFMC is designated by the Centers for Medicare & Medicaid Services (CMS) as the Quality Improvement Organization (QIO) for Maryland, serving 817,558 beneficiaries. Delmarva Foundation also supports programs in several states performing external quality review of Medicaid health plans, quality assurance, quality management, and home and community-based waiver program oversight for developmentally disabled people.

• Delmarva Foundation of the District of Columbia (DFDC) is The QHS company dedicated to monitoring and improving the quality and delivery of healthcare services in and for the District of Columbia. As the federally-designated QIO for the District, DFDC is a contractor to CMS working to ensure better patient care, better population health, and lower health care costs through improvement for Medicare beneficiaries.

Health Integrity, LLC.—also ISO 9001:2008 certified—was established as the first Medicare Drug Integrity Contractor (MEDIC) for CMS, and remains one of only eight organizations in the country monitoring the Prescription Drug Plan. Health Integrity routinely works with the Office of the Inspector General (OIG), the Federal Bureau of Investigation (FBI), special investigation units, and law enforcement agencies around the nation investigating fraud, waste, and abuse.

Quality Health Foundation—the Mission Arm of QHS— operates with the mission is to improve the health status of individuals and communities. To achieve this goal, we provide charitable grants to organizations that wish to implement improvement projects. We prioritize funding based on a project’s potential to impact access to care and improve the quality of healthcare and human services provided to individuals and communities.

Our team of 430 associates includes physicians, registered nurses, health policy analysts, data analysts, biostatisticians, medical records analysts, and systems analysts.
